Cover Image is applied to the following elements:
Footer subscription section background
Sidebar subscription widget background
Mobile menu subscription widget
Background of the Sign Up, Sign In and Subscribe pages
To add:
Go to Settings > Design & branding from the admin menu
Click Brand in the Design settings sidebar on the right
Add cover image in Publication cover setting
